In so far as I am able to offer an opinion I am certainly disposed to agree with Mr. Alabaster as regards the first and second class of cases to which I have alluded.
What is to be considered an officer of the Chinese Government within the meaning of section 7 of Ordinance No. 6 of 1889, is I think more doubtful, but without limiting such a definition to the Viceroy, it may be possible to let him know that a requisition of the nature in question should undoubtedly be made by an officer of sufficient standing and authority.
